Photo Description: the scene outside the Milwaukee Public Library; this really is the norm for Wisconsin Avenue--I've lived in Milwaukee for more than a decade, and I can't remember many months in which Wisconsin Avenue was free of construction; they dig up the street and then re-dig up the places they dug up before--it is a process of destruction/reconstruction that has been going on as long as I can remember
